Earth Moving Machinery Inspection

Earth moving plant works in the harshest conditions on any site and is inspected less often than the lifting equipment beside it. The failures that injure people are predictable — structural cracking at high-stress connections, hydraulic failure under load, a quick hitch that was never properly engaged, an operator with no visibility of the person behind the machine.

• Tracks, rollers, idlers, sprockets and tension on tracked machines
• Tyres, rims and axles on wheeled machines

Hydraulics, drive and brakes

• Cylinders, hoses and fittings for leakage, chafing and creep under held load
• Hose burst protection and check valves where the machine is used for lifting
• Relief valve settings and holding valve function
• Service, secondary and parking brakes tested for stopping and holding on gradient
• Steering, including emergency steering where fitted
• Transmission, final drives and engine condition

Operator protection and safety systems

• ROPS and FOPSRollover and falling object protective structures examined for damage, unauthorised modification, drilling or welding — any of which voids the certification and is common where operators have fitted brackets or lights.
• Quick hitchAttachment coupling condition, locking mechanism and secondary retention pin, and whether the operator understands the engagement check. Quick hitch failures drop buckets, and they are almost always a procedural failure rather than a mechanical one.
• Visibility and detectionMirrors, camera systems, object detection and reversing alarms — the controls that separate the machine from the people working around it.
• Access and egressSteps, handholds, walkways and the secondary means of escape from the cab.
• Controls and isolationControl response, pattern selector where fitted, emergency stop, and battery or hydraulic isolation for maintenance.
• Fire protectionExtinguisher provision, condition and accessibility, and engine bay cleanliness where accumulated debris is a fire risk.

Machines used for lifting

Excavators and telehandlers are routinely used to lift loads, and once a machine lifts it is subject to the same requirements as any other lifting appliance. That means a rated capacity chart for the lifting configuration, a load moment or overload indicator where required, hose burst protection on the boom cylinders, and a certified lifting point rather than a bucket tooth or a shackle through a linkage.

Where a machine is used for lifting without those provisions, it is reported as a finding — and it is one of the most common findings on any construction site.

Standards applied

Inspection follows the standard your contract or governing authority specifies. Those commonly applied include the ISO 20474 series for earth moving machinery safety, ISO 3471 for ROPS and ISO 3449 for FOPS, and ISO 13031 for quick couplers. Where a machine is used for lifting, the applicable lifting equipment standard applies in addition. Manufacturer inspection and maintenance schedules govern component-specific limits.

When inspection is required

• Periodic third-party examination at the interval set by the governing authority or client
• Before a machine is released for use on a new site
• After structural repair, modification or replacement of a load-bearing component
• Following an incident, rollover or impact
• Before hire out, or on acceptance of a hired machine
• Where a machine is to be used for lifting operations
• As part of fleet condition assessment before purchase or disposal

Accreditation and coverage

ITMAD is accredited to ISO/IEC 17020 as an inspection body, is an ADNOC approved inspection contractor, and is listed on the Abu Dhabi City Municipality register of Approved Third Party Inspection Bodies. Certificates are issued in the format required by the governing authority, including Dubai Municipality and the free zone authorities, and inspection is carried out on site across Dubai, Abu Dhabi, Sharjah and the northern Emirates. Fleets spread across locations are scheduled as one programme.
